Why It Matters

State single-window portals sit between businesses and their permits, so an outage stalls approvals. Officials say the data is safe, but whether any data left the system is still open. The case was registered under Sections 43 and 66 of the Information Technology Act. A week-long outage shows that restoring a government system can take longer than recovering its files.

A Week On, the Portal Is Still Dark

A week after a suspected ransomware attack, the Telangana State Industrial Project Approval and Self Certification System (TG-iPASS), the state’s single-window portal for industrial clearances, was still not back online, Telugu daily Andhra Jyothy reported on 29 October 2026. Officials had said on 25 October that the site would return within two days, behind a stronger firewall. A week on, the paper noted, there was still no clarity on how far restoration had come, what technical problems were slowing it, or when services would resume.

What Officials Say Happened

TG-iPASS has been disrupted since 22 October, Telangana Today reported on 26 October. Officials found the portal’s database encrypted and its file names changed to carry the extension vgb. A ransom note was reportedly found on the server. Ransomware is malware that locks files until a payment is made. The hackers reportedly made no money demand and left only an email address.

The Industries Department’s joint director complained to the Telangana Cyber Security Bureau, which began an investigation and registered a case. Investigators are examining the affected server to find out whether any data was stolen or moved out of the system. Telangana Today said officials were aiming to bring the portal back online soon.

Data Safe, Site Down

On 25 October, Andhra Jyothy reported, officials said the information on the server was safe. Industries Department official Nikhil Chakravarthi said cyber security standards were being tightened to prevent a repeat. A day later, Telangana Today said officials had backups and technical teams had started restoration.

The reports do not say who the attackers were or how they got in. Telangana Today said the extent of the breach, and any compromise of sensitive information, was yet to be established.

Why Businesses Feel It

The 2014 state law behind TG-iPASS uses the short form TS-iPASS and says its aim is speedy processing of the licences, clearances and certificates needed to set up industrial undertakings. Telangana Today calls the portal a key platform businesses use to obtain government clearances, and says the disruption has affected the processing of industrial permissions.

The India Code record of the law lists its enactment date as 3 December 2014 and places it under the Department of Industries and Commerce. Its long title says the law also aims to provide an investor friendly environment in Telangana.

Our Analysis

This is our own reading, not a stated fact. The reports describe two separate stories, data recovery and service restoration, and they are moving at different speeds. Officials say the information is safe, yet the portal is still unavailable, which suggests that securely restoring a government system can take longer than recovering its files. The firewall work officials mentioned may explain the delay, but no source says so. We expect businesses to want a firm date and a clear answer on whether any data left the system, since the investigation has not settled that. Until officials give a date, businesses cannot plan around the outage. If it drags on, the debate will shift from security to service delivery. That is our expectation, not a confirmed outcome.
